Spot Bitcoin ETFs Post Worst Month Ever as Outflows Turn 2026 Negative

US spot Bitcoin ETFs recorded their worst month since launching in early 2024, with investors pulling an estimated $4.5 billion out of the funds in June 2026. That single month was severe enough to push cumulative flows for the full year negative for the first time, according to reporting from 24/7 Wall St.

Bitcoin itself slid to roughly $60,000 to start July, a level last touched in a 21-month low, as institutional demand that had propelled prices through 2024 and 2025 reversed course. Citigroup responded by cutting its 12-month Bitcoin price target from $112,000 to $82,000, and the bank now expects essentially no new capital to enter spot ETFs over the coming year — a sharp reversal from earlier forecasts.

Part of the stalled institutional appetite traces back to Washington. The CLARITY Act, legislation meant to give large institutions clearer legal footing to hold and trade crypto, remains stuck in the Senate well past its symbolic July 4 target, according to Crypto.com. Prediction markets have trimmed the odds of passage this year as the cloture math remains short of the 60 votes required.

Separately, additional selling pressure emerged from an unexpected source: Strategy (formerly MicroStrategy), long known for its buy-and-hold-forever Bitcoin treasury strategy, sold several thousand BTC to fund dividend obligations on its preferred stock — its first sale of that kind in years, according to Bitcoin Foundation News.
